mr. obama's second inauguration comes four years after he became the first black president and just over 16 years since he was first sworn into office as an illinois state legislator. inauguration day began with a prayer service at st. john's episcopal church across the street from the white house. later, it was on to the capitol building for the swearing-in. a planning official said the turnout on the mall was more than 800,000 people fewer than the record crowd that watched the first inauguration in 2009. first supreme court justice sonia sotomayor swore in joe biden. then chief justice roberts administered the oath to president obama. >> preserve, protect, and defend -- >> preserve, protect, and defend -- >> the constitution of the united states -- >> the constitution of the united states. >> so help you god? >> so help me god. >> congratulations, mr. president. [ cheers ] >> reporter: president obama's left hand was on two bibles, one

belonging to abraham lincoln, the other to martin luther king jr. following his inaugural address and a signing ceremony in the capitol, the president and vice president paid tribute to dr. king a second time, pausing at a bust of the slain civil rights leader in the rotunda. during the procession down pennsylvania avenue, the president and first lady walked part of the way and later took their place in the reviewing stand as the inaugural parade began. ♪ >> reporter: and the party continued into the night. ♪ he's president and he's on fire ♪ >> reporter: michelle obama wowed the audiences at two inaugural balls in a ruby chiffon and velvet gown by jason wu. but the celebration was not as grand as 2009 which saw the president and first lady attend ten balls. >> now that the parties are over the work on president obama's second term begins. susan mcginnis with more on that. good morning. >> reporter: anne-marie, good morning. yes, item number one is the debt

limit. we learned on monday that the house will vote tomorrow on raising the debt ceiling for a period of three months, and the republicans have made a big concession. they had their dance and took a moment to savor the scene. now it's time to get back to work. in his inaugural speech, the president called on both parties not to let politics get in the way of governing. >> we must act knowing that our work will be imperfect. we must act knowing that today's victories will be only partial. >> reporter: so republicans are offering a compromise on the debt ceiling. house gop members are backing off a requirement to cut $1 of spending for every dollar the debt ceiling has raised. it's a move the president has demanded. >> i do believe it is a recognition of political reality. i think we realize the president won the election. >> reporter: but republicans on capitol hill are not voting to

raise the debt ceiling without getting something in return. they say in order to approve a highe debt limit, they want senate democrats to do something they haven't done in four years -- pass a budget. >> for us to have a debate about spending and debt, we've got to have the focus be on a budget and what we're going to do to achieve a balanced budget over time. >> reporter: senate democrats view the vote as an opportunity to raise more money for taxes. >> it's going to be a great opportunity for us. in our budget we lift budget reform which many of my republican colleagues like, but it's going to include revenues. >> reporter: the house is expected to approve the debt limit increase tomorrow. no dollar amount specifically is in the bill, but the legislation is expected to keep the country paying its bills through mid-may. anne-marie? >> susan mcginnis in washington, thank you very much. the president has also addressed the struggle for equality in this country and broke some new ground. major garrett has that part of the story. >> reporter: for the first time

in the nation's 57 inaugural celebrations, the push for gay rights was equated with earlier struggles for women's rights and civil rights. >> our journey is not complete until our gay brothers and sisters are treated like anyone else under the law. [ applause ] >> for if we are truly created equal, surely the love we commit to one another must be equal, as well. >> reporter: the president elevated manmade climate change higher than at any time since winning re-election, resurrecting an issue he's barely touched in more than two years. >> some may deny the overwhelming judgment of science, but none can avoid the devastating impact of raging fires and crippling drought and more powerful storms. >> reporter: with 11 million illegal immigrants in america, mr. obama called on congress to provide a legal path to citizenship. >> our journey is not complete until we find a better way to welcome the striving, hopeful immigrants who still see america as a land of opportunity. until bright young students and

engineers are enlisted in our worse rather than ex--- work force rather than expelled from our country. >> reporter: mr. obama also recalled the newtown shooting massacre which caused him to push for gun control and a polarizing fight with congress he had previously avoided. >> our journey is not complete until all our children from the streets of detroit to the hills of after -- appalachia to the lands of newtown know they are cherished and always safe. >> reporter: there was one line tailored specifically for a republican audience. it called to reform or eliminate an efficient -- eliminate inefficient or irrelevant government programs. that took an often ignored refrain, but unavoidable budget pressures may create new results. major garrett, cbs news, the white house. now to the dangerous cold that's gripping much of the nation. an arctic air blast has dropped bitterly cold temperatures on

the upper midwest and northeast. besides the frigid cold, there is snow and trouble on the roads. up to two feet of snow is expected in the buffalo, new york, area, with temperatures not expected to rise above 15 degrees for the next few days. snow, ice, and poor visibility are being blamed for this huge pileup of at least 86 vehicles outside of cincinnati. a 12-year-old girl was killed, and at least 20 people were hospitalized. our miami station, wfor has more on the frigid weather. cold air has overspread much of the country, especially through the midwest and into the northeast. for your tuesday, this is the way the weather is looking. first off, in the southeast, highs will be cooler than they've been, mainly 40s, 50s, and 60s into central florida. that's below the 80s we've seen over the last several days now. 44 in atlanta and 60 new orleans, 69 in houston. in the northeast, heavy snow possible, especially through eastern sections of new england. 10 in bangor, 26 in boston.

people on the platform frantically waved off an oncoming train. an off-duty policeman sprang into action. he jumped on to the tracks, lifted her up, and then got her to the other side of the tracks where she was lifted to safety. remarkable. the state department says three americans were killed when militants overran a gas complex in algeria last week. it's not known how victor lovelady, gordon rowan and frederick buttaccio died. several others made it out of the complex safely though. the attackers were well prepared. they wore military uniforms and knew the plant layout. mark phillips with more. >> reporter: algerian forces had moved in for a final assault on the kidnappers they said because they'd threatened to blow up the gas plant and execute the remaining hostages. prime minister moktar belmoktar provided the grim total --

36 dead so far, including three americans. victor lovelady, a 57-year-old from meadowland texas, near houston, had only been working in the plant for ten days when the terrorists struck. erin is his daughter. >> we asked him a long time do you feel safe? you don't have to go. he goes, nothing's happened there in so long. and, you know, my friends have been doing it for so long. it's fine, erin. it's so safe. we have protection. >> reporter: but there was no protection from the kidnappers' arsenal. they had come ready for a fight, and 29 of them died in it. that didn't stop the release of a video of moktar belmoktar who self-proclaimed the attack warninging to stay away from facilities in the area saying more would be attacked. it's become an inhospitable place for people like alan wright. a scottsman now home after escaping the kidnappers. while hiding in the plant, he'd

round of earnings reports. this time from the tech sector, like google and ibm. last week the dow finished up 161 points while the nasdaq rose nine points. home sales for december will be released later this morning. economists say low mortgage rates and the improving job market could cause sales to rise to the highest level in three years. more layoffs at blockbuster. dish network says it's going to close 300 more stores and lay off 3,000 workers. the company spokesperson says the stores are underperforming or nearing the end of their leases. last year the company closed 500 locations. a new fee from southwest. the airline will let passengers be part of the first boarding group for an extra $40. currently you can do that by purchasing a special business-class ticket or joining a loyalty program. the new pass will be available 45 minutes before departure. and groupon has suspended all of its gun-related
